Why coal mining
restricted to Captive mining only, and not completely open for trade (buying
and selling in the open market) whereas the same is permitted for other
minerals?
The primary reason is coal is not just a mineral which is a
just a raw material for a particular product- it is a major soyource of energy
in India. Unlike other countries...India produces twice the amount of energy
from coal than from oil. Coal is the power soyource for us...So regulation of
coal is in order to ensure energy security.
Unregulated mining and sales of coal will deplete us of your resources....threatening our energy security and thereby our
entire economy.
Sir by captive we
mean restriction or what?
No...captive means they r fixed for a particular
consumer...say a thermal power plant or a steel industry...a mine from which
whatever is mined can be consumed by the fellow who has permit in his/her
industry...not to sell it outside
