exam? or if result oriented civil service. the result in general is the welfare
of the people. but that is the very reason for the formulation of any policy at
the 1st place. I don’t get what is meant by 'result-oriented' in this context.

For a professional
valuation of a civil servant's work, we need accurate parameters. Right now we
don’t have any measurable parameter that is accurately portraying a civil servants
performance. So any attempt on 'result orientation' is likely to boomerang
(strictly my opinion).
Targets in general
is being set and chased, however 'real achievement' is not 'measurable' at all
at least for now.

that there is a need for accurate objective parameter and method of valuation
in order to achieve the desirable output expected from such a result oriented
service.
There is assessment of every civil servant by
his immediate senior. Although as of now its typically used for granting
promotion or withholding it. Can it be used for quantifying productivity?
It is quite
subjective and has its own advantage and disadvantages.

In two years he may
not turn the tables. However a normal one posted in a vibrant district will do
great. Who are you giving incentive? Generally 'bad' postings will further be
demotivating.
