Role of civil services in a democracy: result oriented civil services

Is it result oriented civil service exam? or if result oriented civil service. the result in general is the welfare of the people. but that is the very reason for the formulation of any policy at the 1st place. I don’t get what is meant by 'result-oriented' in this context. sir/ma'am please throw some light on this topic..
It should be result oriented civil service !!!
With the previous discussion can you see this question in new light?
anonymity!! What you called as activism sir?
anonymity can be achieved with strictly internal valuation
For a professional valuation of a civil servant's work, we need accurate parameters. Right now we don’t have any measurable parameter that is accurately portraying a civil servants performance. So any attempt on 'result orientation' is likely to boomerang (strictly my opinion).
Targets in general is being set and chased, however 'real achievement' is not 'measurable' at all at least for now.
Sir the 14th FC also mentioned having pay with productivity of not result
With the current level of professionalism, it is not recommended at all (by me)
Sir is it like for result oriented service there should be some specific steps that should be followed by a civil servant? Do we need to write in that way?
You can write - that there is a need for accurate objective parameter and method of valuation in order to achieve the desirable output expected from such a result oriented service.
There is assessment of every civil servant by his immediate senior. Although as of now its typically used for granting promotion or withholding it. Can it be used for quantifying productivity?
It is quite subjective and has its own advantage and disadvantages.
no
we have seen 'good' officers getting 'bad' grades from 'bad' seniors
'bad' officers getting 'good' grades from 'bad' seniors
'good' officers getting 'bad' grades from 'good' seniors also too subjective
Ultimate aim is welfare of the people..is it quantifiable?
That is the million dollar question
Can be as a comparative measure - HDI ;GINI coefficient?
If there is a district with poor indices, who do you want to post there?
'good' ones is nt it?
In two years he may not turn the tables. However a normal one posted in a vibrant district will do great. Who are you giving incentive? Generally 'bad' postings will further be demotivating.
