I read about NITI Aayog the following on PIB: “Its members comprise of Chief Ministers of States and Lt Governors of Union Territories.”
Question- I searched a lot but couldn't find whether it'll be Governor or Chief Minister for Delhi and Puducherry. Going by the info available, it seems to be Governors only. If so, why Governors and why not democratically elected Chief Ministers?
For the union territories, the lieutinant governor is the head. Even for delhi and pondicherry where there is only a partial state government. Hence the lt governors !!!
But sir, CMs (while they are in power) of Delhi and Puducherry would also have some powers & responsibilities which Governor won't. So won't CM be a better choice considering that?
It has been the brain child of the PM and hence there can be a discussion on how good or bad the choice is !! However, in the union territories, the CM has not got full powers to spend the central fund. only the Lt Governor does. through him actually the central govt does.
NITI is aiming to include the state govt irrespective of the parties in executing projects and schemes. Since Lt governor only has the powers to spend the fund it makes sense to include them who spends the money
Sir, in recently held NITI aayog' s meeting PM asked all state CMs to personally look in to the projects which are not being executed on time and appoint officers for the same. In case of Delhi, who would do this then? That too when Delhi has a democratically elected CM.
