Natural resources comes under govt, even it is private ownership??

Mining permits are being given by state government officials only.

even the IAS is cadre based !!! that does not mean that the item is out of CENTER's list

Some of the resources are under direct government control COAL INDIA LTD was the largest company that dealt in coal mining, in other places, other players were allowed !!!

Like in food grains All food grains are not procured by the government. Only some places it does full fledged, in other places the farmer is free or forced to sell on his own. So

We need to see what the law says about coal mining I believe there is a separate act for coal !!!
