Has India as a "Welfare State" been successful since 7 decades of Independence???



Q.  One of the highlights of Indian Constitution is identity of India as a Socialist country- meaning a "Welfare State". Whereas the term Welfare state is closely associated with Socialist countries, almost every country in today's age in practise- is a welfare state whether or not they explicitly say so. Even capitalistic countries spend more on Social welfare than India whose explicit job is to secure the social well-being of its subjects- how far can we justify our failure to serve the Constitution after seven decades of Independence? Also please elaborate what Social Welfare means in the context of India vis-a-vis other European nations which have been more successful than India in the same realm.
In terms of policies towards welfare activities, govt has done enough, as envisioned by constitution and is a dynamic process - that is, as and when needed they will come out with policies to meet d need & aspirations. However, the problem is of "implementation" - two reasons behind it. firstly, failure on d part of bureaucracy/executives to implement without any leakages and secondly, ignorance of d beneficiaries which went in favor of the first.
Neoliberalization/ease of business, etc in no way leads to neglecting of welfare measures. In fact trade/commerce/infrastructure development (put all together, ECONOMY) & welfare measures taken by govt, etc all interlinked. This is not a new phenomenon. This was there in ancient/medieval period as well. The extent/jurisdiction may be smaller.
Socialism, in theory, shares the fruits equally amongst the population, irrespective of its ability and need. In practice it is one of the most abused term under the cloak of which vested interests perpetuate the need and control the distribution, while they benefit immensely out of the system.
Welfare state on the other hand allows people to climb the social and financial hierarchy based on their ability and at the same time makes provisions of those who have the need and (no or not using their ability on matters of humanitarian consideration.

In crisp - Question - how far can we justify our failure to serve the Constitution after seven decades of Independence?

With the evolution - RTI, Lokayukta & other things, surely our country is moving in d right direction.

Sir...can the drag on implementation of these policies be attributed to the general 'one size fits all' approach too?
Generally the policies are framed keeping broader perspectives. However to overcome certain inherent difficulties, as u pointed out, of late govt has also taken that into consideration & evolved to cater to all - different sizes to different people.

sir, implementation is indeed an area of concern,but apart from it I tend to disagree with the statement that govt has tried its best to come up with policies and programmes to address those issues. Though it has tried, but not to its best. Why I tend to have this impression is because of prevalent corruption and ill practices among the political executives. Who tend to take decisions based on political exigencies, vote bank politics. And also collusion among the politicians, criminals, businessmen and bureaucracy. please correct me if I am too critical in my approach.
That is too broad a brush, you chose to paint with.Specific examples with lessons learnt are needed to reach such conclusions..Vote bank politics..collusion..Sounds more like media influenced..

is it not the responsibility of govt to generate awareness?
Sir when ignorance truly attributes to failure, why awareness hasn't been kept as first priority for social policies.. As all our mentors stress on "We only get when we ask for it " Awareness gets first place.. Ex: As we can see Swatch Bharath mission is prioritized and in no time , whole country knows about its mission..
Each country is unique and with diversity like ours pose equally unique challenges of formulation And execution of policies and programmes,dont compare today (whats app/telegram/twitter/Arnab Goswami) with past. limitations were there but awareness with the available resources done.
