Sir, can you please suggest two three points what advice should include? like how to structure answer for it

There are say

constitutional thing to do

political (manifesto) based things to do

the civil servant may advice the executive

1.      in the 'allocation of funds'

2.      in the 'level of government intervention required'

3.      in the method of generating the revenue required

4.      in the 'policy' continuum

5.      in the 'similar performances in other countries'

6.      in the 'experiences gained already

7.      there are things which are also interrelated and the question to be answered may be 'where to start?'

8.      The policy. What it says in letter and in spirit..In view of that what the decision should be. How that decision is the best among the available choices.

no PHD on the specific public policy cycle followed in our country

with the 'diversity' of issues, ideas, values, opinions, etc available in our country, I cant see any specific public policy cycle will be there (if at all there are more than one public policy cycle types)
