Lokpal or Lokayukta in Delhi?

 Does Delhi come under the ambit of lokpal and lokayuktha act?

Coz Delhi does not enjoy complete statehood and law and order is under central govt can it establish lokaukyta institution.

If yes my next question is Delhi assembly has lokpal bill which if passed in assembly needs central ratification. Y is this ratification required?

The discretion as to whether or not to allow the introduction of Lokpal Bill- is totally the Lt. Governor's. But since the NCTD Act stipulates that assent of governor is mandatory for bills that require money from the Consolidated Fund of the capital (Delhi); assent is needed.

It needs President's assent not only for Delhi but for every other state. In fact last year Uttarakhand & recently Odisha also got President's assent.
