Socialism vs welfare state

"One of the highlights of Indian Constitution is identity of India as a Socialist country- meaning a "Welfare State". Whereas the term Welfare state is closely associated with Socialist countries, almost every country in today's age in practise- is a welfare state whether or not they explicitly say so. Even capitalistic countries spends more on Social welfare than India whose explicit job is to secure the social well-being of its subjects.
#1: Please elaborate what Social Welfare means in the context of India vis-a-vis other European nations which have been more successful than India in the same realm.
#2: How far can we justify our failure with respect to Western nations who at times without declarign their welfare state principles have done more to justify Social Justice than India despite this being its duty by Constitution?
Democratic countries slip into socialism, fully or partly!
Because, the voters are the boss and they have to be taken care to retain the chair
Now, indian constitution didnt mention socialism in its original form.

#3: Is it prudent to differentiate b/w SOcial Justice/Welfare state v/s Socialism to better appreciate #1 and #2
social justice: Its a concept where the society professes equality in social life.
It is just to all in the social sphere. No differenciation of anybody, based on his race, language, etc and laws are applied equally.
When i say that i am ensuring social jsutice, i mean that, i am able to make all feel equal in the society.
Welfare state: is when i go enter into he economic life and take care of the people.
Socialism is different from social justice!!!! 😊
Socialism, in theory, shares the fruits equally amongst the population, irrespective of its ability and need. In practice it is one of the most abused term under the cloak of which vested interests perpetuate the need and control the distribution, while they benefit immensely out of the system.

Welfare state on the other hand allows people to climb the social and financial hierarchy based on their ability and at the same time makes provisions of those who have the need and (no or not using their ability
Welfare state principles are economically oriented
Social justcie is a bigger term, which is not in the hands of the state entirely, though state can infuence it over a long period
political democracy is ensured by const..economic justice has to be ensured by govt..social democracy depends partially with the govt and the ppl as well..v can call it an ideal state
did we really fail as a welfare state?
But, then success or failure has to be decided on 2 parameters!
How far we have come? beacaue, it takes time to travel a distance!
2. Are there intangibles?
Our HDI is much below the world norms. But, they are much better than where we were in 1947
The original constitution gave more importance to the non-economic part of the welfare state, thats why it kept DPSP after FR!! Lets not forget that FR is also towards a welfare state!! The non-tangible part!!
Fianlly FR came before the DPSP!!!!
Why? is it because the intangible component of the welfare state is more imp that the tangibe part?
NO! Its because, the founding fathers realised the difficulty in ensuring a welfare state in he given circumstances!!!!
So, they gave more importance to FR, and made DPSP as a goal, without a deadline!!
EVen the deadline for SC/ST cant be construed to be deadline for welfare state, BECAUSE:
as i explained, its quite possible to uplift the SC ST on par with the rest of the population but, still keep the whole population deprived of the welfare!!!!
Thats why the deadline of 20 years for the SC ST cant be taken as the deadline given by the constitution for ensuring a welfare state!!!
In effect the constitution refused to give a deadline for ensuring a welfare state!!!!
Indeed, the constitution believed that, if the FRs are given to all, in substantial manner, that would ensure a welfare state sooner or later!
Thats why Ambedkar said: The heart and soul of the constitution is art 32, that assures FR to every citizen!!!
So, when we compare the intention of teh constitution to what we have acheived, we have definetly not passed in first class, but, we did pass!!
As long as the FRs can be claimed by the citizen, his welfare is taken care to the basic exent!!!
"Though it appears that we have failed, but a closer scrutiny exposes the fact that, we didnt fail, we did pass, though not with spectacular results compared with the west."
We can say we failed only in 3 occassions:
If the HDI has been same or little improvement, after say, 50 years!
2. If the constitution has fixed a clear deadline and figures, which we failed to achieve.
If we have failed in the most imp part of the welfare measure, that is, ensuring the FRs.
We don't fall under any of these categories!! So, how can we be termed as a failed welfare state?!
how Capitalistic countries are able to ensure better welfare for their citizen?
social justice is a desirable goal, as it will bring down the gap between the individuals, thus, ensuring a less conflistic society  And welfare state will lead to social justice, in an enabling legal environment!
Capatalistic countries have been able to get something, which the socilaistic countries could not!
The individual productivity of the captalistic countries have been higher than that of the others. That leads to 2 things:
The state gets more tax revenue.
The country becomes more compettitive in technology and other ways, that multiplies the wealth. hence, it also gets an advantage in future trades.
Thus, they are able to not only make the most of the present economy, but also the future economy.
And the sate is able to take care of the 'less number' of persons who need the help of the state!!
India is one of the most vivisected society, both vertically and horizontally!!
No other country in thsi earth has as many divsiions as we have! And that puts a huge burden on the state to invest!
The rich person in casete A will not spend in the poor in caste B, who may be his neighbour!!
So, the cost of the provding is high, and its taken by the state!!!
Social divisions put bigger burden on a welfare state.
the capitalistic countries are able to put better HDI, as they have less people to cater for and they could concentrate.
Tangible welfare means, where we can measure the result with numbers. Like HDI. I can invest in health and see if the health if the persons have improved!!!
Intangible is where i can't measure!! Example: the feeling of equality before law!
You cant measure it, but you know that its exists, when you can knock the court asking for equality!!
