With Delhi govt
demanding for police to be under its control is it political? or is it rational
that police has to be under the center?
It
is a political demand by the Delhi state from the union government. However it
is prudent to have police and revenue administration under the same roof right
now most of the spending / administration of NCR is under central government
hence it is better that the police is under central government. The demand can
be one of getting both from central government to state government that is a
federalistic political demand.

is a demand that is federalistic in nature, it is similar to asking for full
state hood. Whether it is wise is another question altogether you can formulate

expenditure of delhi state includes
expenditure on police for one. law and order cannot be 'best' maintained if the
police and administration are not in tandem.
The
rationale is very simple both administration and police should be under one
roof will it be under state government or central government is the question.

of NITI also. role of state govt is very little
Sir, if the State minister have
little control over the administrators and police then how are the decisions of
state executive operationalised?

the difficulty faced by the state government of delhi any UT. they dont have
powers like normal states.
